| To move from an activity to a system involves looking beyond the next survey. It is an opportunity for the members of an organization to consciously determine a vision for evaluation and create a structure around that vision which will support the evaluation activities to follow. Organizations commonly create accounting systems, information systems, and personnel systems. Evaluation is equally important to warrant the development of a system as well.
